Council Committees


Besides being a member of Council, many Councillors, along with the Mayor and community representatives, are members of a number of additional Committees, Sub-Committees and Working Parties.Click on the Committee name to view the powers, duties and functions.

Hearings Committee

Purpose

To deliver the functions of Council acting as a regulatory consent authority.

Meeting Frequency

Operating Principles and Practices

  1. Operate Hearings according to the relevant legislation.
  2. Avoid making prior statements on an issue to be heard.
  3. Authorise the Chairperson to make statements to the media accurately and reporting decisions of the Committee.

Area of Responsibility

Hear and make decisions on applications to Council as the regulatory authority.

Delegations under the following legislation:

  • Resource Management Act 1991
  • Sale of Liquor Act 1989
  • Fencing of Swimming Pools Act 1987
  • Litter Control Act 1989
  • Dog Control Act 1996
  • Joint Hearings – Horizons Regional Council and Ruapehu District Council
  • Hearing Commissioners
  • Iwi Hearing Commissioners

Responsibilities Outside the Committee Role and Functions

Policy development.

Members’ Proficiencies

Specialised Hearings training, particularly in Resource Management Act proceedings.

Ohura Flood Mitigation Committee

Operating Principles and Practices

  1. Operate meetings according to Council’s Standing Orders.
  2. Use informal workshops for in-depth consideration of key projects.
  3. Require management reports and staff attendance at meetings.
  4. Authorise the Chairperson to make statements to the media accurately and reporting decisions of the Committee.

Area of Responsibility

  1. Develop a draft flood mitigation strategy that identifies and evaluates options for dealing with the flood risk to Ohura township.
  2. Work with Horizons Regional Council, Department of Internal Affairs and Ministry of Civil Defence and Emergency Management in the development of the strategy and its implementation.
  3. Lead Council’s consultation with the Ohura community on the draft flood mitigation strategy.
  4. Following public consultation, finalise the Ohura Flood Mitigation Strategy.
  5. Audit and report on the activities of the former Ohura Flood Mayoral Relief Fund.
  6. Administer the funds transferred from the former Ohura Flood Mayoral Relief Fund.

Delegated Authorities

Delegated authority to spend all funds transferred to Council from the former Ohura Flood Mayoral Relif fund subject to the authority to apply the funds transferred to Council from the former Ohura Flood Mayoral Relief Fund is subject to the condition that the Ohura Flood Mitigation Committee first develop and agree with Council the Eligibility Criteria and Distribution Policy to be used for the purpose of any such distribution.

Ruapehu District Plan Working Party

The members of this Working Party will support the timely implementation of the Project Plan.  They will be the advocates for the Ruapehu District Plan, assisting with the education phase of this project.

The Working Party will be charged with the responsibility of ensuring that the integrity of the process is maintained and will be advocates for the process.

The Working Party will make the final decision on the community groups that will be approached to participate in workshop meetings. 

The Working Party will be involved in the preparation and the delivery of these workshops.

Mayoral Taskforce for Economic Development

Purpose

The Mayor to provide sponsorship of an outside forum of industry leaders to pathway forward a new direction in economic growth of the District.

Operating Principles and Practices

  1. Not operated according to Standing Orders.
  2. Informal meeting with business sector representatives around an agreed list of discussion points.
  3. Six monthly reports to Council required.

Areas of Responsibility

Liaison with business sector heads to receive advice and work together to identify issues and barriers to growth, key strategies to advance growth and key future opportunities.

Delegated Authorities

  1. Facilitate workshops on economic growth.
  2. Co-ordinate investigative works within budget and with agreement of the Chief Executive.
