Why We Have Fees and Charges
Our council provides a wide range of services that cost money to run. These services benefit our community in different ways:
- Some services are funded through general rates or targeted rates
- Some receive support from government subsidies
- Some are funded directly by the people who use them most
Our Approach to Setting Fees
When we set fees and charges, we carefully consider several important factors:
- The direct benefit to individual users
- The broader benefit to our community
- How the costs are distributed
- People's ability to pay for the service
We aim to be fair by asking those who use specific services to contribute towards their actual cost, while ensuring that essential community services remain accessible.
How We Review Our Fees
Every year, we review our fees and charges to:
- Ensure they reflect the true cost of providing services
- Align with our Revenue and Financing Policy
- Maintain transparency and fairness for all community members
Key proposed changes
The key proposed changes to fees & charges include:
Some changes to dog fees, including increased fees for registering hunting dogs, increased costs for working dogs (with favourable tiered pricing for more dogs), increased licensing for more than two dogs in urban areas, increased costs for surrender.
Some changes relating to costs for registering food premises, in order to implement the Government’s new Food Business Levy which will come into effect on 1 July 2025.
Other changes include proposed increases to building inspection fees, inspections of fencing for swimming pools, increased fees for connections to the water network, visitor landing fees at the aerodrome and maintenance costs for cemetery plots at our district’s cemeteries.

Consultation on the proposed Fees and Charges for 2025/26 opens on Monday 10 March and closes on Friday 11 April
