Emergency Management Officer
Permanent, full time

We are seeking a dedicated Emergency Management Officer to develop, maintain, and enhance our district’s emergency response capacity. You’ll play a pivotal role in ensuring our communities are prepared to respond to and recover from any emergency.
Key Responsibilities include:
Emergency Preparedness & Response
- Develop and maintain Civil Defence Emergency Management (CDEM) plans and procedures.
- Ensure the Emergency Operations Centre (EOC) and backup EOC are fully operational and ready for activation.
- Maintain a Coordinated Incident Management Team capable of responding to a variety of emergency scenarios.
Community Engagement & Resilience
- Foster strong relationships with community groups to build recovery and resilience plans.
- Assist communities in developing Recovery and Response Centres for swift activation during emergencies.
- Coordinate public awareness and education initiatives to enhance emergency preparedness.
Training & Volunteer Management
- Deliver training programs to increase the capability of response staff and volunteers.
- Maintain and support Volunteer Civil Defence teams.
About You
- Strong leadership and communication skills with the ability to engage with diverse stakeholders.
- Experience in emergency management, disaster response, or related fields.
- Knowledge of the Civil Defence Emergency Management Act 2002 and HSNO Act 1996.
- Ability to deliver effective training and foster community resilience.
- Commitment to safety, compliance, and public awareness.

Community Recovery & Resilience Project Officer
Fixed term to June 2025
Join Ruapehu District Council and help strengthen our communities’ ability to respond to Civil Defence emergencies. This short fixed term salaried role focuses on building relationships, delivering training, and developing plans to enhance recovery and resilience across our district.
What You'll Do:
- Foster community leadership for recovery and resilience.
- Support communities in developing Recovery and Response Centres and actionable Civil Defence plans.
- Establish and coordinate the Resilience and Recovery Ruapehu Group.
- Deliver training and resources for community readiness.
- Plan for essential needs: secure power, water, internet, and first aid supplies.
- Engage with rural support and assist farmers with business continuity.
- Build strong relationships with iwi and collaborate to enhance community recover efforts.
What We're Looking For:
- Strong project management, preferably with experience in community engagement or emergency management.
- A passion for empowering people and making a difference.
- Excellent relationship-building skills, including the ability to establish partnerships with iwi.
