Appointed Members

At its first meeting on November 30, 2022, the Ruapehu District Council approved the appointments of two appointed (unelected) members to the following Council Committees for the 2022-25 term, in accordance with the Local Government Act 2022.

Jonathan is widely regarded as New Zealand’s leading expert on the structures, powers, processes, and funding of local authorities, advocating for the sector’s interests through periods of dramatic reform and on specific major projects for over 35 years. He advises and, as required mediates, in governance and restructuring matters, and provides newly Elected Members with inductions and governance training.

Philip specialises in financial strategy, management, policies and financial governance including as a facilitator for Local Government Learning Hub. He also has a risk management focus, through both governance and management lenses.

He has held the position of Independent Chairperson of the Risk and Assurance Committee since his appointment 9 February 2016 and is familiar with the challenges facing the Ruapehu District and the Council.
